The Stelzner, Winter, Warburton, Flores & Dawes, PA Law Firm was established in 2010, six partners were previously part of the law firm formerly known as Sheehan, Sheehan and Stelzner P.A. Our attorneys have over 150 years of combined experience representing local governments including general counsel services to counties, municipalities, villages, towns, public improvement districts and Indian Tribes. We specialize in utility law, land use, planning and human resource representation.

The firm is based in Albuquerque, New Mexico with two partners residing in Santa Fe, New Mexico.

Juan L. Flores has been recognized yearly as a Super Lawyer of the Southwest and received a 2020 Lawyers of Distinction award.

Nann M. Winter and Quentin Smith both were board certified in local government and human resources (respectfully), this program has been discontinued.
